October 10, 2025

The Civil Service Commission acknowledges the serious financial challenges facing the Commonwealth and recognizes the Administration’s responsibility to address these urgent fiscal matters.

As the constitutional body charged with overseeing personnel policies and protecting the merit-based civil service system, the Commission has reviewed Directive 2026-008 and identified areas requiring attention to ensure compliance with local and federal employment laws.

The Commission has communicated directly with the Governor’s Office regarding these compliance matters and has requested a collaborative meeting to discuss implementation strategies that achieve fiscal objectives while meeting legal requirements.

The Commission remains committed to:

We understand that government employees are concerned about these changes and their impact on families and livelihoods. The Commission takes its responsibility seriously and will continue to advocate for lawful procedures in all personnel matters.

The Commission appreciates the dedication of all government employees who continue to serve the people of the CNMI during these challenging times.

Further updates will be provided as discussions with the Administration progress.
