The Civil Service Commission is pleased to announce significant progress in our ongoing efforts to modernize the Personnel Service System Rules and Regulations.
What We’ve Accomplished
The Commission has completed work on key regulatory amendments that will help the CNMI government navigate current fiscal challenges while continuing to support our dedicated public servants. These updates include:
- Part 1100 – Special Provisions: Financial Austerity Measures (§ 10-20.2-1101) – Amendments that provide temporary flexibility to address fiscal challenges, with built-in protections ensuring benefits are restored when conditions improve.
- Part 600 – Employee Benefits and Services – Updates to ensure compliance with new laws, including Public Law No. 24-18, which increased military leave benefits from 15 to 30 working days per calendar year for eligible uniformed service members.

In keeping with our commitment to transparency, we will open these proposed amendments for public comment immediately upon their publication in the Commonwealth Register.

Position Classifications Approved
The Commission also approved two position actions:
- Groundwater Coordinator – A new position to enhance water resource management and environmental protection.
- Manager for Branch Reconciliation – Reclassified to align with other managerial positions.
